Fundraising gehört in den USA zur politischen Kultur wie hier zu Lande das Amen in der Kirche. Jahr für Jahr wächst der Anteil an Spenden von Privatpersonen für soziale Zwecke, während er in Deutschland stagniert. Das liegt unter anderem daran, dass die Amerikaner dazu verpflichtet sind, ihren Reichtum publik zu machen. In der Bundesrepublik hingegen wird Vermögen gerne verschwiegen, um keinen gesellschaftlichen Neid zu provozieren.

Entsprechend der politischen Unterschiede ist der Überblick über die Spenden sammelnden Organisationen in Deutschland mangelhaft. Schätzungen aus den Jahren 1994/1995 zufolge gibt es rund 20.000 Nonprofit-Organisationen und ein Spendenaufkommen von bis zu 100 Millionen Euro. Die bekanntesten sind das Deutsche Komitee für UNICEF e.V., das Bischöfliche Hilfswerk Misereor, Brot für die Welt, das Deutsche Rote Kreuz und Greenpeace.

Etwas genauer ist das Bild der deutschen Stiftungen. Laut Stiftungsdatenbank des Maecenata Institutes existieren gut 10.000 Stiftungen, wobei die rund 50.000 reinen Kirchenstiftungen nicht mitgezählt wurden. Seit 1964 gibt es die Robert Bosch Stiftungs GmbH, seit 1990 die bekannte Bertelsmann Stiftung und seit 1961 die Volkswagen-Stiftung. Am geläufigsten sind die Stiftungen der politischen Parteien wie die CDU-nahe Konrad-Adenauer-Stiftung. Es fällt allerdings auf, dass die Autorin die FDP-nahe Friedrich Naumann-Stiftung nicht namentlich erwähnt.

Stiftungen unterliegen einer strengen staatlichen Aufsicht. Um dieser Kontrolle zu entgehen, wählen Unternehmer gerne die Rechtsform der Stiftungs GmbH, die dem Handelsrecht unterliegt und somit eine Auflösung der Stiftung möglich macht. Wie professionelles Fundraising in Deutschland und den USA betrieben wird, welche Funktion es hat und welche steuerlichen Vorteile Spenden und Stiftungen mit sich bringen, zeigt das Handbuch in seiner ganzen Fülle. --Corinna S.
